The area you see hear is referred to as MOM (Merciad Online Messages).
Messages can be posted by creating content of the type MOM. These messages are displayed to Merciad staff only.
Example uses of MOM include notification of staff meetings or sitewide maintenace.
You can click on any message in MOM to post comments/discuss the message.
